Are the responses using llama_index latest version going to be more accurate than a response from version 0.6.35 per say?

I would expect it to be about the same. There was only some minor changes to the gpt-3.5/4 prompts.

The real changes in accuracy come from
a) how you configure your index/query engine
b) how much openai updates their LLMs over time :PSadge:
